Convert an MP3 to WAV - Changes the audio duration

When I try and convert a MP3 to WAV an strange behavior appears.
I am using the: https://naudio.codeplex.com/wikipage?title=Convert%20a%20MP3%20to%20WAV
to change the MP3 to WAV

The duration of the audio in the MP3 is 5 hours 56 minutes and 12 seconds.
The duration of the generated WAV is 5 hours 41 minutes and 41 seconds.

The WAV file is ~15 min shorter than the MP3. Is this a bug or by design?

I make audio processing on the WAV and get a list of timestamps, this list should be in sync with the MP3 file. But due to the 15 min difference the timestamps does not match the MP3 audio.
Is there a way to have a timestamp I generated from the WAV and sync it to the MP3?

My MP3 files contains errors. I ran them through mp3val ( http://mp3val.sourceforge.net/index.shtml ) and it found a number of problems, when it fixed the problems I got the same length as my generated WAV file.
